This is the Evil Sound Limiter. Tastefully attired
in an official GaFilk Tea Cozy.
If the Sound Limiter detected too much noise in
the room; it shut down all power in the main room for 20 minutes.
The Tea Cozy (or Papal Crown; choose your own title for the
thing) was taped up there to attempt to dampen the sound levels
reaching the microphone.
Tea Cozys are good for other
things, too...
